[RISCV] Add riscv_atomic.h and Zawrs builtins #96283

riscv_atomic.h contains all builtins for atomics.

Currently, we suppoprt builtins for Zawrs extension.

Doc: riscv-non-isa/riscv-c-api-doc#79
